To romance with Fenris you must complete all his companion quests and give him both gifts. Flirt with him when you Chucho and get his friendship high enough to trigger an overnight visit from him at your estate.
Romancing companions in The Veilguard will work pretty similarly to Dragon Age: Inquisition, from what we know so far. You'll take on quests relevant to your companions' backstories and, if you want to be more than friends, choose flirtatious dialogue lines at opportune moments.

In Dragon Age II, the player has little control over what armor Hawke's companions wear. Even though companion armor can be customized with a number of upgrades and may change appearance depending on certain story choices, contact me it cannot be replaced or unequipped.
